1. Pursuant to the provisions of reference (a) Petitioner, filed
enclosure (1) with this Board requesting, in effect, that the
applicable naval record be corrected to change his Performance Mark
Average (PMA) from 3.60 to 3.80 for the March 2012 advancement
examination cycle.

2. The Board, consisting of Messrs. Ruskin, Exnicios, and George
reviewed Petitioner’s allegations of error and injustice on

S November 2012, and, pursuant to its regulations, determined that the
partial corrective action indicated below should be taken on the
available evidence of record. Documentary material considered by the
Board consisted of the enclosures, naval records, and applicable
statutes, regulations and policies.

3. The Board, having reviewed all the facts of record pertaining to
Petitioner's allegations of error and injustice, finds as follows:

a. Before applying to this Board, Petitioner exhausted all
administrative remedies available under existing law and regulations
within the Department of the Navy.

b. In correspondence attached as enclosures (2) and (3), the office
having cognizance over the subject matter addressed in Petitioner’s
application has commented to the effect that Petitioner’s request
warrants relief extending only to changing PMA _ for the
September 2011 examination cycle. Any later date is not warranted for
the reasons stated in enclosures (2) and (3).

CONCLUSION

Upon review and consideration of all the evidence of record, and
especially in light of the contents of enclosure (2), the Board finds the

existence of an injustice warranting the following partial corrective
action.

RECOMMENDATION:

That Petitioner’s naval record be corrected, where appropriate, as
follows:

a. Petitioner's Performance Mark Average (PMA) is changed to 3.80
for the September 2011 advancement examination cycle.

b. That so much of Petitioner’s request for corrective action as
exceeds the foregoing be denied for the reasons set forth in

enclosures (2) and (3).

c. A copy of this Report of Proceedings will be filed Lm
Petitioner’s naval record.

4. Pursuant to Section 6(c) of the revised Procedures of the Board
For Correction of Naval Records (32 Code of Federal Regulations,
Section 723.6(c)) it is certified that quorum was present at the
